Noel Fellow of Chartered Accountants Ireland having trained with Coopers & Lybrand (now PriceWaterhouse Coopers) from 1980 before establishing Noel Conn and Company in 1995. With over 35 years' experience Noel has extensive knowledge across a broad spectrum of business sectors within the UK and Ireland.

A key part of the CIS is that the contractor has to make a monthly declaration that they have considered the status of the subcontractors and are satisfied that none of those listed on the return are employees. The right of control over how, what, where and when the work is done; the more control that a contractor can exercise, the more likely it is that the worker is an employee.
