If you're thinking of getting a loft conversion it is a great idea - not only will that extra accommodation provide you and your family with more breathing space, but your home should also fetch a better price when you come to sell-up (around 20% more, in fact, according to the HomeOwners Association).
In most cases, loft conversions tend to be considered Permitted Development (PD), but your design will need to adhere to a number of specified parameters. If you do plan on extending beyond the limits and conditions of PD, or your property is listed or located in a conversation area, then you will need to apply for planning permission.
Building Regulations approval will always be required when converting a loft. A building control surveyor will come to site to inspect your conversion at various stages and will be responsible for issuing a completion certificate upon final inspection. If your home is semi-detached or terraced, then you will need to notify your neighbours of your planned work if it falls under the requirements of the Party Wall Act.

Structurally sound, swiftly constructed but poorly organised, run and the customer service and quality of finish were pitiful.
Did a great selling job. 'Plans in 2 weeks of paying the deposit' 2 months and many emails and phone calls to get the plans.
'We can let you know a week in advance that we will be starting' Text message on a Monday at 5pm to say the scaffold is going up on Tuesday building starts Wednesday.
'we will sit down and go through the plans before the start date' At no point did that happen, even after asking.
'you will be consulted on any decisions that need to be made' -

I have not dealt with TC Leonard, but It should be made known that someone under the employment of this company nearly struck me while trying to cross the road at a zebra crossing - failing to stop and give way. This is a direct reflection of the company as shows either lack of awareness or lack of care whilst driving.
