Whalley Community Hydro Limited (WCHL) is a community owned scheme that was conceived in 2010 and constructed in 2014. The total cost of 750,000 was raised from 310 shareholders, 70% of whom came from East Lancashire and 73% of whom subscribed 1000 or less. The project grew out of the Transition Towns movement which has the broad objectives of developing greater community resilience to cope with reduced future availability of fossil fuels and adapting to climate change.
WCHL has been established as a community benefit society that pays limited interest to its shareholders and uses surplus income to fund other schemes that will improve energy security locally by investing in renewables and other schemes to reduce carbon emissions.This is done through our Community Benefit Fund.

Services
The current project team consists of local residents of Whalley and the surrounding area who share a commitment to developing renewable energy here who give our time voluntarily. David has worked as a qualified chartered accountant with many small and medium sized businesses, including many limited companies, covering statutory work, preparation of accounts, taxation, cash flow statements and management accounts.
The financial plan is based on figures from our professional design study which indicates that we can expect 345,000 kWh of electricity a year. The cost of the installation and associated activities was 750,000. There is a guaranteed buyer for all the electricity we produce and the Feed-in Tariff, indexed and guaranteed for 20 years, provides an assured income.
As we have now reached our target of 750,000 the share offer is now closed but for information the share offer document is available here. As the site is private farmland the public are not permitted access apart from scheduled parties including by arrangement with schools. We hope to provide an interpretation board beside the footpath on the Whalley side of the river.

The fund is established to support local sustainable development and carbon saving projects that tackle climate change, promote energy efficiency and reduce fuel poverty. The fund comes from the sale of electricity produced by Whalley Community Hydro which is a Community Benefit Society.
